5i Research Answer:

We think IJR and IWM are the top two but have preference towards IJR. This is because IJR tracks the S&P 600 which holds higher quality names due to its smaller universe opposed to IWM which tracks the Russell 2000. We do like XCS and comfortable buying it while it is virtually the only Canadian small cap ETF.
