For a Canadian small-cap ETF, there is really only one option, the XCS ETF. The ETF has been performing well recently, but between 2010 and 2019 it traded mostly sideways.
For US small-cap ETFs, we like exposure to the S&P 600 index (high-quality, profitable small caps). For this we like the IJR ETF.
