Q: Are ZSP and XUS also good candidates for RRIF? Are tax withholding rules on dividends for ZSP and XUS the same in RRSP and RRIF? Thanks in advance for your comments.

Both have 'Level II' taxes which can only be avoided with a US ETF investing directly in securities. See the last page of this link for a full breakdown of taxes by account and type of ETF.
