In a nutshell, it comes down to how much profitable metal is within a certain tonnage of resources, and how much it costs to build a mine and extract the ore. One of the issues is most discoveries are now in remote areas, and thus infrastructure (roads, housing, power) can become a very big issue. The depth and continuity of a deposit is also important: deeper ore costs more to extract. Many deposits are in veins, so it can be harder to see homogenous grades in a deposit. This can also impact drill results, with some holes hitting veins and giant assay results (lots of gold) and some holes missing a vein and seeing nothing.
