We are not totally clear on this but it looks like RESP assets can only be transferred to another RESP: (https://www.canada.ca/en/revenue-agency/services/tax/registered-plans-administrators/registered-education-savings-plans-resps/registered-education-savings-plans-resps.html#q8)
